
Sudan Deposits Its Country Signing Certificate in the ICAO PKD, Enhancing International Recognition of the e-Passport
In a national achievement reflecting the advancement of Sudan’s travel document infrastructure, the Republic of Sudan has officially deposited the sovereign public key certificate used for signing electronic passports in the Public Key Directory (PKD) of the International Civil Aviation Organization at its headquarters in Montreal. This enables instant verification of the authenticity of Sudan’s machine-readable electronic passports at airports and international border crossings worldwide.
This accreditation crowns the efforts of the Passports and Civil Registry Authority of the Ministry of Interior, as the entity responsible for owning, developing, and issuing the electronic passport in accordance with international standards. The Authority has worked to modernize the technical system, strengthen security features, and ensure full compliance with ICAO requirements for electronic Machine Readable Travel Documents (eMRTDs).
Within the framework of institutional integration, the National Authority for Electronic Authentication under the Ministry of Digital Transformation and Communications—being the legally mandated national body for issuing digital certificates and electronic signatures and the accredited national member with the organization—undertook the procedures for accrediting the Country Signing Certification Authority (CSCA) certificate and depositing it in the PKD after successfully meeting all internationally approved technical tests and standards.
The process was implemented through close professional coordination between the two ministries, via a joint technical team that aligned international requirements with the national infrastructure, demonstrating a high level of institutional harmony and integration of mandates to achieve a shared sovereign objective.
The inclusion of Sudan’s key in the PKD represents a strategic gain for the state and its citizens, as it strengthens Sudan’s sovereignty over its travel documents, enhances the global credibility of the Sudanese passport, protects it against forgery risks, and facilitates citizens’ movement across international ports of entry. It also supports national capabilities in border security and the exchange of travel information in accordance with internationally recognized frameworks.
This achievement affirms that effective ministerial coordination and integration among competent national entities can deliver results with a direct impact on the country’s international standing and confidence, while simultaneously serving the Sudanese citizen.
